I am a Persian player, and I find Persians are pretty good overall. But in early game, they are not a Civ that you can just engage head-on with even armies. They have some of the best defensive units in the game, so knowing when to attack is important. If you watch PF2K's games, you'll see that he is very selective about when to move out.
A note about Immortals. They are amazing. They may have similar stats as some of the other 1 population melee units, but it is important to remember that Immortals are not just melee units. They have a ranged attack. In a direct engagement, all Immortals will be able to attack at all times. Once you get your champion upgrade, they are extremely population efficient, though resource heavy.
Here are some general tips against babylon and norse: (I am not a great player, so please correct me if I am wrong)
Against Norse: (This is my own play style, please critic as necessary)
Their 2nd age infantry don't have a lot of health/armor. If you see them going for an infantry heavy army, build a lot of bowmen, with sparabara/asabara tanks. Kiting is important when facing an army like that. (run back with your bowmen, shoot, run back, repeat).
Their calvary are pretty strong, so scout to see if they are building a stable, and build spearmen if necessary. Persian spearmen have one of the highest damage against calvary in the game. They have a x3.5 multiplier, without champion upgrade.
Make sure to match them or beat them to age 3. Berserkers WILL cut through your early age units easily. That's where Immortals come in.
If they build forward fortresses with burning pitch... well... hm... don't let that happen. I personally try to get a fortress up before them. Persian fortresses have more range than Norse ones. That will make it harder for them to forward build.
Against Babylon:
Be VERY careful of early spearmen raids. Since their spearmen cost little food, they can get 4 out very fast. Match it with a barracks of your own and aid tent.
I find that raiding their ox carts can have great effect, especially early game. It will make them scramble, since they can't build storehouses.
Their lancers can be pretty scary. But your spearmen will be able to handle them in a head-on battle.
Based on what I have seen, they tend to go for a mixed composition. I tend to go for heavy asabara, with some bowmen to taken down spearmen, and spearmen to take down lancers.
