Florence is the dominant city state of Tuscany. It may at times flounder militarily, but it has an economic backbone that makes it extremely resilient. This is particularly the case for its banking sector - the Florentine banks have grown to be the most important of the middle ages and, indeed, their own currency, the florin, is considered one of the most reliable in the world. The banking houses are not only popular with secular rulers, but even the Popes are regular customers! The stamp of approval of the See of St Peter is better advertisement than anyone could wish for (although let us not dwell on the incident with Christ and the moneylenders in the temple...).

Where Florence's main rival, Milan, relies on brute force to win battles, the armies employed by Florence tend to be smaller, possessing greater maneuverability. This is apparent from the Florentine armies which, taking their cue from the military tradition of Braccio da Montone, the 'Scuola Braccesca', rely on more lightly armoured troops than their Milanese counterparts, but which can move around more quickly. These are backed up by a solid artillery force. Florentine gunners are not only employed on both sides of the Alps, but also fight more effectively on their home turf.

Policy Decisions present themselves in siding either with the popular element in Florentine society or the elite one. If one sides with the 'ciompi', the destitute labourers of Florence, this will improve the fighting spirit of the poorer fighters. But making room for the uncrowned kings of Florence, the Medici family, will stimulate patronage of the arts and higher learning, will aid the banking system of the town, and result in investments in more expensive forms of warfare, allowing artillery to keep pace (at least more than previously) with the Florentine armies.

Milan(米兰)

Unique Unit:

Milan - the most formidable North Italian city since their army defeated Emperor Barbarossa at the battle of Legnano in 1176. At the head of the Lombard League, it was the Milanese Carroccio that was still standing on the field, surrounded by the city's pikemen, when Barbarossa's army was beaten. Milan subsequently seems to have been ahead of many of the neighbouring cities and was one of the first to develop into a city state. A powerful city state at that - not every city can humble Pope and Emperor alike!

But, similarly, Milan was also one of the first cities where communal governments were replaced by despots. Archbishop Ottone Visconti first managed to consolidate the position of his family. His successor as lord of Milan was his nephew, Matteo Visconti. After that, the Visconti maintained control of Milan and even had their lordship elevated to a duchy in 1395, obliterating the last illusion of urban power.

The Visconti managed not only to mass sizable armies, but even in defeat they could quickly replace them, thanks to their rapid armour production. Their employment of Condotierri was also noteworthy, as they deployed high quality troops under the command of great commanders. One of these was Muzio Attendolo Sforza, who developed the 'Scuola Sforzesca', the Sforza School or tradition, which relied on heavily armed forces attacking at once, in the hope of breaking the enemy in one push. Muzio's son, Francesco Sforza, married the daughter of Filippo Maria Visconti, and received the duchy of Milan in 1450, as Filippo left no male heirs.

However, the Policy Decisions open to Milan allow you to choose between maintaining the Lombard League or replacing it with Visconti Rule. The Lombard League will emphasize pike tactics rather than heavy infantry. Their Troopers will form a faster alternative to Condotierri, and will receive a further boost in the 14th century. Choosing a Policy Decisions will also influence whether Milan will be an urban or princely state, and will subsequently affect the upgrades available at their unique building.

Liège(列日)

Liège was not a county, duchy or kingdom - it was a prince-bishopric. The ruler of Liège was the prince-bishop, who wields both secular and religious power over his lands. Although the prince-bishopric was located at the fringe of the Holy Roman Empire, and far removed from the Italian centre of the Western Church, it formed a spiritually innovative centre in Europe. It was here that the important festivity of Trinity Sunday was first popularized, it was here that the movement of he beguines first took root and it was here that the feast of Corpus Christi was invented when a Liègeois mystic had the celebration revealed to her in a mission.

The religious innovation was partly caused by the productive socio-economic situation of, in particular, the city of Liège itself. But the highly developed economy of the region also caused internal turmoil. As in nearby Flanders, the craft guilds competed with the older ministerial elite, installed by the prince-bishop, and the prince-bishop himself. The main bone of contention in many conflicts was the legal position of the prince-bishop. As he presided as the high judge at the supreme legal authority in the bishopric, the tribunal of the palace, he could in practice pass verdict on his own actions, something the guilds considered unfair. They proposed a different high court, the tribunal of XXII, consisting of 22 representatives who were to serve as the highest legal authority. The legal conflict gave rise to civil war.

The armies of the two factions were very different. The rebels, known as the Haidroits for their opposition to the prince-bishop's legal invulnerability, relied mostly on the guilds of the various cities of the bishopric and used polearms to stave off enemy cavalry. The prince-bishops, on the other hand, tended to rely on mercenary knights from the area between the Maas and Rhine rivers, the Rhenish Knights. The bishop's armies in particular were known for their savage plundering of rebellious villages. Both armies deployed Mercenary Longbowmen in addition to their regular force. Both armies could also profit from the renowned iron workers of Liège, allowing for the relatively cheap armouring of troops.

Liège was not only involved in civil wars - they also played a pivotal part in the lead-up to the battle of Bouvines in 1214, participated in the Hundred Years War, fought with the duchies of Brabant and Guelders, faced the armies of the Burgundians Philip the Good and Charles the Bold as well as the Austrian duke and later emperor Maximilian of Habsburg. Like Flanders, Liège was an attractive battleground for neighbouring countries.

Venice(威尼斯)

• Demolition Ships +50% hit points
• Markets and Docks cheaper
• War Cog more expensive, takes longer to construct
• Has access to the Guild Hall

Stato da Mar (enable Caravel research; increase trade income, fish traps carry more food, water walls +1/+4 armour)
Domini di Terraferma (enable Spadaccino research; light cavalry +5 attack vs. siege weapons, farms hold more food)

Venice is an old and powerful city-state. Long part of the Byzantine empire, its early development has been markedly different compared to that of the other North Italian cities. The city looked East more often than not, building up an impressive set of colonies in the Eastern Mediterranean, a set of holdings that was maintained even after Venice brutally assaulted her own mother city, Constantinople, in the devastating Fourth Crusade of 1204.

Like her superb rival Genoa, Venice has mustered an impressive naval assortment. But where Genoa stumbled at the turn of the 15th century and became a protectorate of other states, such as Milan and France, Venice carefully maintained her independence through a combination of forceful diplomacy and her unique island capital. Furthermore, Venice can rely on the traditions of both East and West, hiring Balkan horsemen - the Stradiots - and employing them in the Italian Peninsula alongside the more traditional Italian Condotierri.

Backing up Venice's military power is her magnificent arsenal. The new arsenal (Arsenale Nuovo), built in the 14th century, offers the city advantages other states can only dream of. The Arsenal houses some of the most skilled construction workers of Europe, able to build complicated and expensive military machinery at cheaper prices and in less time than in most other places, thanks to employing a unique type of assembly line organisation. Furthermore, thanks in part to advanced machinery goods can be moved more efficiently.

But Venice can only invest in so much, and consequently a choice must be made between becoming ruler of the seas to protect her Stato da Mar (the territories in the Eastern Mediterranean) or expanding control over the Italian mainland, the Domini di Terraferma. Different situations will require different policies, but both offer Venice the opportunity to become a great power.
